The Belvedere is a skilled nursing facility offering post-hospital, short-term rehabilitation as well as long-term andrespite care. The Belvedere also offers a memory support unit for residents with Alzheimer's or dementia. The facility accepts Medicare, Medicaid,and most private insurances. The Belvedere staff is dedicated to serving the medical and rehabilitation needs of individuals recovering from illness or injury and is VA contracted!
Dementia Care Education by Genesis HealthCare is recognized by the Alzheimer’s Association® for incorporating evidence-based Dementia Care Practice Recommendations in the following topic areas: Alzheimer’s and dementia, person-centered care, assessment and care planning, activities of daily living, and behaviors and communication.

Joseph Bewley
AdministratorJoseph studied Psychology at Rutgers University with an end goal of finding a career in which he could help others. He later entered into the Administrator in Training program at Kearsley Rehabilitation and Nursing Center while studying Geriatric Healthcare at Philadelphia College of Osteopathic Medicine. He became a Licensed Nursing Home Administrator in 2019, working for nearly 3 years as the Assistant Administrator at St. Francis Center for Rehabilitation and Healthcare. After working as an Interim Executive Director in Chester County, Joseph began his Genesis Healthcare career at The Belvedere Center in May of 2022 as the Administrator.
William S. Zirker, M.D., M.P.H, CMD, FACP
Medical DirectorDr. Zirker has been the medical director of the Belvedere for the past 20 years. Dr. Zirker is board certified in internal medicine, geriatric medicine and hospice and palliative medicine. He serves as the Chief of Geriatric Medicine at Crozer Chester Medical Center and Program Director of the Temple University/Crozer geriatric medicine fellowship. Dr. Zirker is a Professor of Medicine at the Lewis Katz School of Medicine at Temple University and Clinical Professor of Medicine at Drexel University School of Medicine. His career and interests are in providing excellent patient care, program development, administration, teaching and research in geriatric medicine. He and his family live in Delaware county and are active in supporting the community and growing the geriatric programs throughout the county.
Lorraine McNair
Director of Marketing & AdmissionsLorraine is a graduate of The Pennsylvania State University with her Bachelor’s in Social Welfare. She has 10 years of experience in Child Welfare and 10 years of experience working in Aging and Adult Services. She also has 3 years of experience in Hospital Social Work working at Taylor Hospital Transition Care Unit. For the past 18 years she has been an Admissions Director at a previously managed Genesis Healthcare Center until she transferred to The Belvedere Center in July 2022.
Carol Dougherty
Director of NursingCarol was born and raised in Delaware County Pennsylvania. She has a degree in Marketing and worked for ARAMARK as a marketing Coordinator prior to becoming a RN. She attended DCCC and received her Associate’s Degree in Nursing in 1994 and her BSN in 2010 from West Chester University. Carol dedicated her nursing career to the public sector working at the county owned Skilled Nursing and Long Term Care center, for 28 years where she held a variety of positions as an RN. Upon her retirement she felt compelled to continue working in Long Term Care in a new environment and was thrilled to come to The Belvedere Center as DON.
